This is one of 13 representative colours replaced in St Giles following the refurbishment of the 1990s. It has been identified as being the Colour of the Edinburgh Civil Defence Messenger Service and is marked as C3 on the list on the previous thread.
I have moved the appropriate plaque from the previous post to this thread.

This is not a civil defence organisation I was familiar with. Luckily part of a film survives from the Second World War about this very organisation:
