This plaque is located in the museum of the Royal Highland Fusiliers, in an area not on display to the general public. My thanks to the staff for permission to photograph it.
Although it seems to be in honour of the following:

Initials: F L
Nationality: United Kingdom
Rank: Colonel
Regiment/Service: Highland Light Infantry
Unit Text: 1st/5th Bn.
Age: 54
Date of Death: 22/12/1917
Awards: C B, D S O, V D
Additional information: Son of James Morrison, J. P., and Jessie Morrison, of Glasgow; husband of Ada Helen Morrison, of "Ashcraig," 992, Great Western Rd., Glasgow.
Casualty Type: Commonwealth War Dead
Grave/Memorial Reference: B. 35.
Cemetery: ALEXANDRIA (HADRA) WAR MEMORIAL CEMETERY
It also seems to commemorate all ranks of the 5th battalion of the Highland Light Infantry.
