There are about 120,000 adults in Perth and Kinross so if he gets his pound from each then he could make a fairly reasonably sized memorial, not enough to get all the names on it though!
Maybe he should aim a little lower and get the 36,000 adults in the City of Perth to contribute to his idea of a memorial representing the men and women of the City of Perth i.e. not the men and women of Perth and Kinross.
Maybe with that lower sum of money they could provide signs at the church to show people like Don where the City's war memorial is.
