I notice that the Roll of Honour has five names underlined but the memorial lists six names. Looking at the memorial again the last name is out of sequence with a date of September 1918.
They did a very god job of adding Robert Munro's name, at first glance it isn't obvious that his name wasn't added at the same time as the others. If you look closely though you will see the 'T' in Pte. is different.

The only lad who appears on the WW1 Memorial but not on the Roll of Honour is Robert K. Munro, late of Kilmorich.
His mother was living in Perth at the time of his death. From the newspapers I found this intimation:
THE PEOPLE'S JOURNAL: 28.09.1918
FOR THEIR COUNTRY
MUNRO - Killed in action on 12th September, Pte. Robert K. Munro, Gordon Highlanders, youngest son of Mrs Munro, 36 West Mill St., Perth, aged 18 years and 10 months.
Dear son of my bosom, you sleep with the brave,
Where no mother's tear can e'er drop on your grave;
In the red fields of France you are laid far away,
But my fond thoughts are with you forever and aye. |

I agree, no obvious sign of him in 1901. There is a suitable birth on ScotlandsPeople for Robert Kenneth Munro in 1899 in Kilmorich, Dowally.

Update: He is there in Kilmorich, Dowally in 1901 as Robert Kennedy, son of Jane Munro (widow). That goes along with the birth certficate which lists him as illegitimate son of Jane Munro (widow). The best guess is that his father was a Mr Kennedy.

Perthshire Advertiser Wednesday 17th March 1920
DOWALLY MEMORIAL SERVICE
On Sunday afternoon a beautiful tablet of grey granite in memory of those who fell in the Great War,was unveiled by Rev Thomas.A.Rutherford,M.A.,minister of Dunkeld and Dowally,in the parish church of Dowally.Owing to the stormy weather the ceremony was held in the church.There was a crowded congregation.After the unveiling ceremony,and when the names of the fallen had been read,the organist played"The Flowers of the Forest" and "The Land of the Leah".Mr Rutherford took his text from the Book of Joshua,and referred to the memorial stones built by the children of Israel,which stood to this day.Even so had they erected the memorial on the sacred walls of the Church of God,so that all succeeding generations might see and revere the names of the gallant lads who had gone forth at duty`s call,fought valiantly,even to the death,and who now rested with God.He made touching reference as to seeing them there,and of knowing how gladly they laid down their lives in the cause of human justice and righteousness.
At the conclusion of the service the Funeral March was played,during which the congregation remained standing,and all were deeply impressed by the touching ceremony.A special collection was taken in aid of the Perth Royal Infirmary.
The tablet,which is of very chaste design,is of Aberdeen grey granite,with rough granite facings,and is built in the south wall of the church.It bears the following inscription in large lettering:
To the Glory of God,and in fond and affectionate memory of the undermentioned who fell in the Great War,1914-1919.This tablet is erected by parishioners and friends.

Pte. William Robertson,Tom of Kilmorlich,died in France,28th May 1918
Pte.Robert Macdonald(late Countlich),died in France,8th August 1918

The memorial tablet was supplied by Messrs Ramage&Cooper,Perth and was built in by Messrs J&D Kennedy,building contractors,Kilmorich,Ballinluig
Eagle eyed viewers will spot the little discrepancies between the press report and the reality-nothing changes!!! |
